Cabinet-level officals

Hello all,

I have added the cabinet-level officials based on this list from the Carter library. I've also changed the name of Carter's HUD and HEW/HHS Secretary to her full name. The Carter library does this, as does HHS, Columbia, and this NYT article after she died. - Thanks, Hoshie 10:05, 27 May 2009 (UTC)
