Counties or regions?

It doesn't seem sensible or contemporary to group English constituencies by county instead of by region. As far as I can tell election coverage focuses on regions rather than counties as well.

Should a series of region pages be written to sit at the level where counties currently sit ie. between the constituency and the nationwide. The county pages can still be used and updated but the default scale up will become to the regions.

Interested to hear anyones thoughts.
