Majelis Konstituen Seluruh Rusia (Всероссийское Учредительное собрание, Vserossiyskoye Uchreditelnoye sobraniye) adalah sebuah badan konstitusional yang diadakan di Rusia setelah Revolusi Oktober 1917. Majelis tersebut bertemu selama 13 jam, dari pukul 16.000 sampai pukul 05.00., 18–19 Januari 1918, dimana majelis tersebut dibubarkan oleh Komite Eksekutif Pusat Seluruh Rusia, membuat Kongres Soviet Seluruh Rusia Ketiga menjadi badan pemerintahan baru Rusia.
