Bibliotheca Parlamentaria Australiae anno 1901 constituta est ad Parlamentum Foederale Australiae nuper creatum adiuvandum. Ab initio, Bibliotheca Parlamentaria Australiae collectionem vere nationalem excogitare debuit. Consilium Bibliothecae Parlamentariae Coniunctum anno 1907, rogatore Friderico Gulielmo Holder Equite praeside, propositum Bibliothecae Parlamentariae Rei Publicae sic definivit:
